Constitutional and legal dependencies — P2 owner
- What lawful mechanism could authorize temporary fiscal payments, utilities continuity, emergency procurement and necessary regulatory functions, and with what ceilings, review and sunset?
- How should constitutional continuity, amendment, restoration or replacement interact with freely authorized representation?
- What emergency powers are legally permissible, which rights remain protected, and how should renewal and judicial review operate?
- What are the final constitutional allocations of national, provincial, municipal/county and local powers?
- What legal standards govern security-force command, refusal of manifestly unlawful orders, vetting and review?
- What legal authority, if any, could activate provisional public representation before ordinary free elections?
Institutional-design questions — P3 owner
- What fillable temporary-authority charter, emergency-order register and handover protocol should be used?
- How should local, cross-regional, national and constitutional/electoral layers exchange authority without absorbing one another?
- How should transition-election milestones display rights, registration, local elections, national elections, certification, security neutrality, judicial remedies and handover readiness separately?
- How should the security normalization dashboard measure command, personnel, weapons, detention sites, budgets, neutrality and serious-abuse investigations?
- What data structures should preserve public-office status, succession, delegation, decision identity, dissent, correction and archival history?
- How should civil-service continuity, leadership succession, university/research networks and civil-society participation be scaled without manufacturing endorsement or representative authority?
Economic and social design questions
The sequence and trade-offs among fiscal continuity, debt transparency, pensions, labor protections, property and housing, private enterprise, family policy, social assistance, digital rights and other reforms remain a continuing P3-GOV research program. Policy alternatives should disclose cost, rights safeguards, implementation dependencies and measurable outcomes rather than presenting one preferred option as inevitable.
Representation questions
No final Mainland electorate, apportionment formula, district structure, quota, election timetable, campaign-finance code, holdover rule or constitutional public-office status has been selected. Pre-transition consultation, proxy participation and internal civic elections remain non-sovereign unless a separately verified lawful activation instrument supplies public authority.
How open questions are handled
P1 closes historical evidence questions. P2 closes constitutional/legal research questions or records that no holding has been reached. P3 develops future institutional designs within those boundaries. P5-WEB publishes the resulting public-safe material but does not change evidentiary or policy ownership. When a dependency remains open, the public record should state the question, current evidence/design status, owner and next required input.
