Person profile
Chen Guolan (陈国兰) — born 1964; female; native of Liping County, Qiandongnan, Guizhou; resident of Kaili; former bedsheet-factory worker (one account says retired teacher); Falun Gong practitioner since 1998. Profile covers: the 2005–2007 forced-labor terms; the 2024 seizure, detention, arrest, and indictment; the 2025 trial and four-year sentence; the 2026 rejected appeal; and the current-custody roster listing.
Source chronology
- 2005 — Minghui / WOIPFG. Seized by police; given a 3-year forced-labor term; released on medical parole after developing a malignant uterine fibroid (source claim).
- 2006-08-15 – 2006-11 — Minghui / WOIPFG. Seized at home by Qiandongnan state-security, public-security, and Sansui-county officers; held at Kaili and Sansui detention centers; on September 13 sent to the Guizhou Women’s forced-labor camp (中八女子劳教所) for one year nine months. The reports say tumors appeared in the camp and she was released on medical parole in November 2006; when the camp later ordered her to return for examination, she went into hiding.
- 2007-09-21 — Minghui / WOIPFG. Seized at a Guiyang rental residence by Guizhou state-security and Guiyang police; given a 3-year forced-labor term.
- 2014–2022 — Minghui. Repeated home harassment by Kaili police; on September 15, 2022 she was taken from home to the Kaili case-handling center and released after one day.
- 2024-09-08 — Minghui / WOIPFG. While distributing Falun Gong materials, Chen was reported by two people to the Zhouxi police station; the political-security unit pulled surveillance footage.
- 2024-12-04 (evening) — Minghui / WOIPFG / tenchu. Seized on her way home by waiting Kaili political-security police; home searched; 15-day administrative detention and 1,000-yuan fine.
- 2025-01-21 — WOIPFG / tenchu. Formal arrest after the detention expired (not released).
- 2025-03 — WOIPFG (March 20) / tenchu (March 30) / Minghui (March 20). Indicted by the Kaili City procuratorate. The exact indictment date conflicts across sources (see caveats).
- 2025-07-15 — WOIPFG / tenchu. Tried by the Kaili City Court.
- 2025-11-12 — WOIPFG / tenchu. Sentenced to 4 years in prison plus a 10,000-yuan fine. Chen appealed.
- 2025-12-19 — Minghui Guizhou edition (“曾两遭非法劳教 贵州陈国兰女士又被枉判四年”). Consolidated report of the case and the 2005–2007 history, recording the appeal as pending at the time.
- 2026-01-11 (updated 2026-04-04) — WOIPFG case notice (“追查贵州省黔东南州凯里市迫害法轮功学员陈国兰的责任人的通告”). Names the responsible units and officials involved in the case; reports that the Qiandongnan Intermediate Court rejected the appeal in February 2026 and upheld the sentence.
- 2026-01-16 (updated) — CHRD / tenchu 中国大陆良心犯数据库, record 4456 / poc_c_00501. Lists 陈国兰 / Chen Guolan, female, born 1964, Liping County, Qiandongnan; charge 未知 (Unknown); sentence 4年; taken away 2024-12-04; arrested 2025-01-21; tried 2025-07-15; sentenced 2025-11-12; release date 2028-12-03; detention location 不详 (Unknown); status 有期徒刑 (In prison).
- 2026-08-31 — Rights Defense Network / 维权网, Issue 131 monthly report (Chinese and English editions). Lists 陈国兰 / “Chen Guolan” in the in-custody “判刑4年,171人” (sentenced 4 years, 171 people) group.
Source grading
- Issue 131 report (Chinese + English editions) — the roster source itself; primary for the roster equation and the Chinese-character resolution. High for what it lists (name, sentence group, in-custody classification as of August 31, 2026); no case detail beyond the listing.
- CHRD / tenchu 中国大陆良心犯数据库 (4456 / poc_c_00501) — structured prisoner record; primary for dates, the unknown-charge status, and the “in prison” status. Medium-high; the 2028-12-03 release date is a database value with sentencing-context backing but no court-document corroboration.
- Minghui Guizhou edition, December 19, 2025 — Falun Gong-affiliated press; the only source with the 2005–2022 persecution history. Medium for case facts; medical claims (uterine fibroid/tumors) are the source’s claims, presented with attribution; legal characterizations (“非法”, “枉判”) are the source’s, not the publisher’s.
- WOIPFG case notice, January 11, 2026 (updated April 4, 2026) — advocacy investigation notice; primary for the named responsible persons and for the February 2026 appeal outcome. Medium-high for the appeal fact as a reported claim; its legal and moral characterizations are the organization’s own.
Conflicts and caveats
- Indictment date: tenchu gives 2025-03-30; WOIPFG and Minghui give 2025-03-20. Unresolved; both forms recorded, none asserted in the Person body.
- Occupation: the database says former Kaili bedsheet factory worker; Minghui notes an alternative account says retired teacher. Both recorded; the Person body leads with the database’s version and notes the alternative.
- Medical claims (uterine fibroid/tumors in 2005–2006) appear only in Falun Gong-affiliated reporting; no independent medical corroboration was located.
- The charge for the 2025 sentence is unknown in all sources; WOIPFG’s notice lists named officials but no charge article.
- The named officials in the WOIPFG notice (Qiandongnan and Kaili political-legal, public-security, procuratorate, and court personnel) are reproduced from the public notice; the publisher should decide editorial treatment before publication.
Evidentiary limits
No court judgment, police record, or official Chinese government statement was located. Primary evidence is Falun Gong-affiliated press (2025–2026), the WOIPFG advocacy case notice (2026), the CHRD/tenchu structured prisoner record (updated January 2026), and the Issue 131 roster (August 31, 2026). The 2005–2007 persecution history is single-source-class (Falun Gong-affiliated). No independent corroboration of the sentence or the appeal outcome was located beyond these sources.
