Fu Juan (付娟) — Person Profile

Fu Juan (付娟) is a minister of the Church of Abundance (丰盛教会), an unregistered Protestant church in Xi’an, Shaanxi Province. She was detained with the church’s two pastors, Lian Changnian (廉长年) and his son Lian Xuliang (廉旭亮), in August 2022 on suspicion of fraud; formally arrested in March 2023; released on bail in April 2025; tried in mid-2025 with no verdict issued; and re-detained on November 2, 2025, according to ChinaAid, Morning Star News, Bitter Winter, and the Dui Hua Foundation. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her among its 羁押未判 (in detention, no trial) detainees, classifying her as in custody as of that date; no verdict, sentence, or release has been reported, and her current status is unconfirmed.

The case

The Church of Abundance (丰盛教会, also known as Fengsheng Church), founded about 30 years ago, is an unregistered Protestant house church in Xi’an. On August 19, 2022, the Xi’an Municipal Civil Affairs Bureau banned the church, declaring the congregation an “illegal social organization” because it operated without registration, according to ChinaAid’s reporting. According to ChinaAid, on August 17, 2022, officers of the Chanba Ecological District branch of the Xi’an Public Security Bureau placed Lian Changnian, Lian Xuliang, and preacher Fu Juan under residential surveillance at a designated location on suspicion of fraud. The pastors’ wives and most church workers were released, but Fu Juan was not, the monitoring organization Morning Star News reported at the time. The three were formally arrested in March 2023 with the approval of the procuratorate. On April 12, 2025, authorities changed the compulsory measures against the three, placing them under residential surveillance at a designated location while releasing them on bail pending trial, according to Bitter Winter. A trial began at the Baqiao District Court in Xi’an — Bitter Winter reported proceedings starting June 24, 2025, and ChinaAid reported a hearing on July 9, 2025 — but no verdict was issued. On November 2, 2025, while the defendants were still awaiting a verdict, authorities detained all three again, holding them at the Weiyang District Detention Center in Xi’an. The Dui Hua Foundation’s Prisoner Updates 2025 #10 records the re-arrest and names “minister Fu Juan (付娟) of Xi’an’s Church of Abundance.”

Status and evidentiary limits

The Rights Defense Network’s Issue 131 monthly report (August 31, 2026), which lists 1,638 reported current-custody political prisoners and prisoners of conscience, places 付娟 among its 羁押未判 (in detention, no trial) detainees in the Shaanxi regional group. On September 5, 2026, Lian Xuliang returned home after more than four years in detention; no authority has explained the release, the case’s legal status remains unknown, and no reporting located confirms whether Fu Juan or Lian Changnian returned home. Her current status and location are unconfirmed; no release, no verdict, and no sentence should be asserted, and Lian Xuliang’s release must not be taken to imply hers. The case narrative draws on religious-freedom monitoring organizations — ChinaAid, Morning Star News, Bitter Winter, and the Dui Hua Foundation — and on the Rights Defense Network’s systematic roster; these sources report from the perspective of religious-freedom advocacy, and factual claims are recorded as reported by them. The fraud charges are allegations; no court has issued a verdict, and no court document has been found. Do not merge Fu Juan with the two Lian pastors (distinct co-defendants), with any other person named Fu Juan, or treat the variant rendering 傅娟 (seen in some later coverage) as a separate individual.
