Fu Xuebing (傅雪冰)
Fu Xuebing (傅雪冰), born July 1972, is a former lobby manager at the Meizhou branch of the Bank of China in Guangdong Province. A Falun Gong practitioner, she is reported to be serving a five-year prison sentence in mainland China, her second long sentence for her beliefs.
According to case records compiled by the Chinese Human Rights Defenders (CHRD) Prisoners of Conscience database and a May 2, 2025 report by Minghui, a Falun Gong–affiliated news outlet, Fu was detained on September 10, 2024 by police from the Meijiang District of Meizhou City, held at a Meizhou detention center, and had her arrest formally approved around October 15, 2024 by the Meijiang District Procuratorate. On March 18, 2025, the Meixian District Court tried her case, and in early April 2025 the court reportedly sentenced her to five years in prison with a fine of 80,000 yuan. The formal charge was not stated in either source. The CHRD database gives her release date as September 9, 2029.
Fu has a long history of reported persecution. The Minghui report states that she was first detained in December 2005, again in May 2008 — after which her bank employer dismissed her — and in March 2010, and that in April 2014 she was detained once more and sentenced by the Meijiang District Court to seven years, serving the term at the Guangdong Women's Prison until June 2020. She was reported to have faced repeated harassment after her release before her September 2024 detention.
An August 31, 2026 monthly report by the monitoring organization 维权网 (Chinese Human Rights Defenders' Chinese-language network) lists Fu Xuebing among in-custody political and conscience prisoners sentenced to five years, consistent with the reported sentence above.
Not to be confused with 付文辉 (Fu Wenhui) — a different person with a different surname character (付 vs 傅). Her surname is 傅, not 付.
