Reports that on April 3, 2003, Jinan City Telecommunication Residential Committee staff lured practitioner Ms. Hao Guangping to the committee office, where police from the Silicun Police Precinct — including an officer named Zhao Hongsheng — forcibly took her away. The report states she lived in the Jinan City Telecommunication residential area in central Jinan, had earlier been taken to a brainwashing center and coerced into renouncing her beliefs, had been fined 100,000 yuan after July 1999, and had in March 2003 mailed written accounts of her experiences to the Jinan City Legal Training Center and a street-level Political and Judiciary Committee official.
