Liu Jie (刘杰) — Shandong

Liu Jie (刘杰) — Shandong is identified in Rights Defense Network reporting as a rights-defense citizen from Laishan District, Yantai, Shandong Province. A July 6, 2024 report describes him as born in 1977, a military-transfer cadre, and a disabled police officer.

According to that report, Liu was taken from his residence in Fengtai District, Beijing, on the evening of June 28, 2024 and criminally detained the following day by the Beijing Fengtai Public Security Bureau on suspicion of “picking quarrels and provoking trouble” (寻衅滋事). He was reported held at the Fengtai District Detention Center.

Rights Defense Network Issue 131, dated August 31, 2026, separately lists 刘杰(山东) in its Shandong group classified as detained without a reported sentence.

Identity note: the linkage between the Issue 131 roster entry 刘杰(山东) and the 2024 Yantai case is a reasoned identification based on exact name, Shandong/Yantai origin, and a detention timeline consistent with the roster. The roster itself does not supply the case details. This record is distinct from 刘杰(黑龙江).

Status: reported detained following the June 2024 arrest and listed by Rights Defense Network as detained without a reported sentence as of August 31, 2026. No later location, sentence, release, or case outcome is asserted.
