Liu Xueyun / 刘雪云

Classification: house-church Christian; prisoner of conscience; held in pre-trial detention since June 2025 on charges of “organizing and using a cult organization to undermine the implementation of the law.” As of August 2026, listed as detained in Liaoning without sentencing.

Background

Liu Xueyun (刘雪云) is a member of the Sai Er Te (塞尔特) house-church fellowship in Shenyang, Liaoning province, northeastern China. According to ChinaAid, a US-based religious-freedom monitor, she was among five Christians — Pastor Qu Hongbo (also known as Pastor Mingdao), Wang Xiangchao, Shao Huaxuan, and a fellow member identified in 2025 reporting as “Sister Liu” and “Sister Gu” — detained by Kangping County police in Shenyang in late June 2025. The church and family members reported that the detainees were subjected to prolonged interrogation, including beatings, sleep deprivation, and in one case broken ribs.

Detention, bail, and re-detention

Four of the five detainees were released on bail in late July 2025 after lawyers intervened. Between September 26 and 29, 2025, police re-detained Wang Xiangchao, Shao Huaxuan, Sister Liu, and Sister Gu, charging them again under “cult” crimes. By late October 2025, six members of the fellowship — Pastor Qu, his wife Hua Zhao, and the four — were held at the Kangping County Detention Center, with several more from other provinces detained in the same case, according to ChinaAid.

Prosecution’s sentencing recommendation

On April 4, 2026, ChinaAid reported that after nine months of detention, the prosecution had recommended a three-year prison term and a 30,000-yuan fine each for Shao Huaxuan, Wang Xiangchao, and Liu Xueyun — named in full as 刘雪云 — with a four-and-a-half-year term and 50,000-yuan fine recommended for Pastor Qu Hongbo. A pretrial conference was scheduled for April 7, 2026. The recommendations are not a verdict; the case’s outcome after that point is undocumented in the sources reviewed.

Status and evidentiary limits

Liu Xueyun is classified as a current prisoner. 维权网’s August 31, 2026 monthly report (Issue 131) lists 刘雪云 among the prisoners of conscience in custody, in the Liaoning detained-without-sentencing (羁押未判) group — alongside her co-defendants 邵华煊 and 曲红波牧师 — consistent with pre-trial detention. Her exact facility after April 2026, the outcome of the pretrial conference, age, family, and occupation are unconfirmed beyond the sources cited above; no further detail is inferred. The torture accounts are those of fellow church members and family, reported secondhand, not independently verified findings. This profile does not merge Liu Xueyun with any co-defendant or fellow detainee.
