Xu Zhangqing (许章清) — Person Profile

Xu Zhangqing (许章清) is a former township-government employee from Xinpu Town, Xiaonan District, Xiaogan City, Hubei Province, and a Falun Gong practitioner. On November 26, 2020, the Anlu City Court sentenced him to seven years and nine months in prison, together with his wife and their son, after the three were detained as a family in September 2019. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists him in its 7-years-9-months-sentence band, confirming he remains in custody serving his term as of that date.

The case

On the evening of September 26, 2019, officers from the Xiaonan district public security bureau, the local political-legal apparatus, the 610 office, the domestic-security division, and the Xinpu police station came to the family home. Reporting on the case says officers searched the home through the night and seized cash, bank cards, identification documents, and other valuables. Xu, his wife Tu Ailian (涂爱莲), and their son Xu Gaorui (许高瑞) were taken into custody that night. The Xiaonan District Procuratorate approved their arrests on October 24, 2019, and in August 2020 the Anlu City Procuratorate indicted them before the Anlu City Court.

On November 17, 2020, Xu, his wife, and their son stood trial together at the Anlu City Court, in a hearing that ran from the morning into the late afternoon. Their lawyers entered not-guilty pleas for all three. On November 26, 2020, the court sentenced Xu Zhangqing to seven years and nine months in prison, his wife Tu Ailian to seven years, and their son Xu Gaorui to seven years and six months, with a fine of 10,000 yuan for each. The family appealed to the Xiaogan Intermediate Court, which upheld the sentences.

Imprisonment

In mid-May 2021, Xu Zhangqing and his son were transferred to Shayang Fanjiatai Prison in Hubei, where reporting placed them in the fourth and third wards respectively and described forced labor — Xu assembling headphone cables and his son sewing garments. A case update in November 2022 said Xu remained at Fanjiatai Prison and that the forced labor continued. His wife was held at the Wuhan Women’s Prison.

Status and evidentiary limits

As of August 31, 2026, Xu Zhangqing was recorded as in custody serving a seven-years-nine-months sentence.
