Person profile: Zhang Shuping (张淑萍) — Person Profile
The media record of Zhang Shuping (张淑萍)‘s case consists of: a Prisoners-of-Conscience database record maintained by Chinese Human Rights Defenders (CHRD); two case articles from the Falun Gong-community outlet Minghui.org; a case notice from the advocacy group WOIPFG (追查国际); and her inclusion in the Rights Defense Network’s (维权网) Issue 131 monthly political-prisoners roster. No court judgment, state-media account, or international-media reporting on the case has been found.
Source provenance
- CHRD Prisoners of Conscience database (tenchu.org/pocd/public): a rights-monitoring database named by the Rights Defense Network’s Issue 131 report as its individual-record source. The 张淑萍 record was entered October 1, 2021 and reports the arrest, sentencing, and prison transfer with source links. (Database values — e.g., age/date fields — are recorded as entered; the database’s own “4 years” sentence-label field is contradicted by its own narrative text and all other sources, which report seven years — treated as a data-entry error.)
- Minghui.org: a Falun Gong-community news outlet. It reported the case twice — an initial September 2021 report and a correction-style follow-up in October 2023 that changed the reported sentence from four to seven years and added biographical and persecution-history detail.
- 追查国际 (WOIPFG): a New York-based advocacy organization. Its December 3, 2023 case notice names Zhang Shuping, then 68, of Dongchangfu District, and lists alleged responsible officials.
- 维权网 (Rights Defense Network): an independent Chinese-language media outlet; Issue 131 (August 31, 2026) lists 张淑萍 / “Zhang Shuping” in its “sentenced to 7 years” group.
Chronological media record
- September 25, 2021 — Minghui.org: “At least nine Falun Gong practitioners in Liaocheng City illegally sentenced.” Reports Zhang Shuping and Wang Qin raided November 26, 2020; Zhang arrested at a highway intersection in early March 2021; reports a four-year sentence (figure corrected in 2023 — see contradiction note below). - October 1, 2021 — CHRD PoC database: record entered for 张淑萍 (“ZHANG SHU PING”): female, Dongchangfu District, Liaocheng; raided November 26, 2020; arrested early March 2021; sentenced late July 2021 to 7 years by Dong’e County Court, charge unknown; transferred to Jinan Women’s (Shandong Provincial Women’s) Prison. - October 11, 2023 — Minghui.org: “Shandong Liaocheng’s Zhang Shuping wrongfully sentenced to seven years, illegally held in Shandong Women’s Prison.” Corrects the earlier four-year figure to seven years; adds: born October 24, 1955; former Liaocheng Oil Pump Factory employee; practiced Falun Gong since March 27, 1998; three labor-camp terms and one prior prison term. - October 31, 2023 — 维权网 blog (Issue 97 monthly report, part 8): lists 张淑萍 in its Z-surname index of in-custody prisoners. Read the roster
- December 3, 2023 — 追查国际: case notice for Zhang Shuping, 68, Dongchangfu District: confirms the November 2020 raid, the March 2021 arrest, the seven-year sentence by the Dong’e County Court in late July 2021, and detention at the Shandong Provincial Women’s Prison; lists alleged responsible units/officials. Contradiction and caveats
- Sentence length: Minghui.org’s September 25, 2021 report said four years; its October 11, 2023 follow-up explicitly states the earlier four-year figure was superseded and confirms seven years. CHRD, 追查国际, and the Issue 131 roster all agree on seven years. The 2021 four-year figure must not be republished as current.
- Charge: unknown (罪名不详) per CHRD. No charge may be stated.
- Status inference: “currently imprisoned” rests on the August 31, 2026 roster listing plus a March 2028 term end — no post-August-2026 confirmation exists. Status claims must carry the August 31, 2026 date.
- Biographical details (DOB, former workplace, practice start date, torture history): from Minghui.org only; presented as reported by that outlet.
