Background
Zhang Shuping, a woman born October 24, 1955, is a resident of Dongchang East Road, Dongchangfu District, Liaocheng City, Shandong Province, and a former employee of the Liaocheng Oil Pump Factory, according to reporting by Minghui.org (a Falun Gong-community news outlet). She began practicing Falun Gong in March 1998, per the same source.
Over the two decades before her current sentence, she was repeatedly detained for her practice, reporting by the same outlet says: three terms in labor camps (2002, 2006, 2009), a prior prison sentence, and multiple detentions and house raids. The World Organization to Investigate the Persecution of Falun Gong (追查国际), a New York-based advocacy group, issued a case notice on December 3, 2023, documenting her history of raids, abductions, labor-camp terms, and reported torture in custody. The current case
- November 26, 2020 (evening) — Police from the Dongchangfu District “610 Office,” the district public security bureau’s domestic security (国保) brigade, and the Liuyuan police station raided Zhang’s home; fellow practitioner Wang Qin (王芹) was arrested the same night, according to the CHRD (Chinese Human Rights Defenders) Prisoners of Conscience database and Minghui.org. Zhang later found a tracking device installed on her electric car while it was being repaired, and her home was raided a second time days later.
- Early March 2021 — Zhang was arrested at a highway intersection and placed in the Liaocheng City detention center.
- Late July 2021 — The Dong’e County Court of Liaocheng City sentenced her to seven years’ imprisonment; the charge is not publicly known. Her term runs to March 2028.
- She and Wang Qin were transferred to the Shandong Provincial Women’s Prison (in Jinan), where she remains in custody.
A note on the reported sentence: Minghui.org’s initial report of September 25, 2021 said Zhang had been sentenced to four years. Its follow-up report of October 11, 2023 explicitly corrected that earlier figure, confirming a seven-year sentence.
