Zhang Zhong (张忠) — Media Profile & Archive
This page preserves the source record behind the case of Zhang Zhong (张忠) of Suifenhe City, Heilongjiang Province — a Falun Gong practitioner sentenced to three years and six months and recorded as in custody in August 2026. It documents the chronology, the procedural record as reported, the officials and units named in the source material, and the evidentiary limits of the case.
Source chronology
- January 2024 — Zhang is detained with Li Peng, Wang Lei, Shen Yuguo, and Jiang Xuejun after distributing Falun Gong leaflets in Suifenhe. (The CHRD record lists January 8, 2024; the Minghui report describes the detention as the evening of January 18 — the exact day is not independently resolved.) Their homes are searched; Zhang and Shen are held at the Dongning City detention center in Mudanjiang.
- July 19, 2024 — Li Peng, Shen Yuguo, Zhang Zhong, and Jiang Xuejun are transferred to the Hailin City detention center (Minghui).
- October 29, 2024 (10:00 AM) — The Hailin City court tries the five. Defense counsel make not-guilty arguments, according to the report. The court sentences Li Peng, Wang Lei, and Shen Yuguo to two years and six months each, Zhang Zhong to three years and six months, and Jiang Xuejun to eight months; fines are imposed. Zhang is reported to be preparing an appeal.
- December 12, 2024 — CHRD’s prisoners-of-conscience database records the case: 张忠, male, sentence 3 years 6 months, term ending July 18, 2027, location unknown.
- By 2026 — Weiquanwang Information Center’s monthly in-custody roster (issue dated August 31, 2026) lists 张忠 in the 3.5-year-sentence group, still in custody.
Officials and units named in the source record
The Minghui report names the following as the units and individuals involved in the case: Suifenhe City public security bureau (bureau chief Yue Qiang, deputy chief Wei De); the bureau’s state-security brigade (captain Zhang Xiaowen, officers Xiao Jianwen and Liu Jinlong); the Hailin City procuratorate (deputy chief prosecutor Dong Yulong, prosecutor Yao Ying); and the Hailin City court (president Liu Xingli, judges Yan Junlong and Jiang Xinkun, clerk Fang Gonghe). These names are preserved here as recorded in the report; they are the outlet’s allegations, not independently verified findings.

Evidentiary limits
The detailed case narrative rests on a monitoring organization’s database record and an advocacy-affiliated outlet’s report; its claims are presented as reported, not as independently verified court findings. The formal criminal charge, the current prison, and the appeal outcome have not been publicly documented; two sources differ on the detention day and on the fine’s per-person basis (Minghui states each of the four was fined 2,000 yuan; the CHRD record states 2,000 yuan across the four). No court judgment, state-media report, or official record of the case was found. Corrections or additional records are welcome and will be reflected here.
Do-not-merge note
张忠顺 (Zhang Zhongshun, 4.5-year sentence, Xiamen gathering case — M1304, already published on this site) is a different person; this record must not be linked or merged with his.
