This archive preserves the documented media and organizational records for Zhou Caifan (周彩凡), a rights activist from Pingxiang, Jiangxi, who was subjected to forced psychiatric detention after petitioning in August 2021. No formal criminal charge is on record.

Case record: the August 2021 forced psychiatric detention

On August 20, 2021, the Rights Defense Network (维权网) Information Center reported that on August 18, 2021, Zhou Caifan of Gaokeng, Anyuan District, Pingxiang City, Jiangxi Province, was taken by force from her home by government community workers to the psychiatric department of the Gaokeng Hospital District of Pingkuang General Hospital for so-called “forced mental illness treatment” after she had gone to the Pingxiang City Letters-and-Visits Bureau to petition. The report records that on August 19, her friends were refused permission to visit her; that the attending psychiatrist said forced treatment did not require a guardian’s consent; and that the doctor stated she had been sent by government community workers who asked the hospital to treat her by force. The report also records the conflicting accounts of her mental state: her friends said she had no mental illness and was a normal person; the doctor said she was ill because she repeatedly petitioned and said her deceased sister had been murdered.

Syndicated coverage

The case was also carried by China Human Rights (权利运动) on August 20, 2021 under the headline “江西萍乡维权人士周彩凡因上访被强制送精神病院’治疗’” — a repost of the Rights Defense Network report.

Roster records: 维权网 Issues 130 and 131; CHRD prisoner database

The Rights Defense Network’s monthly reports on detained political and conscience prisoners (Issue 130, July 31, 2026; Issue 131, August 31, 2026) list 周彩凡 in the Jiangxi group (“江西2人:周彩凡、时勇” / “2 people from Jiangxi: Zhou Caifan, Shi Yong”). The Chinese Human Rights Defenders political-prisoner database records 周彩凡 (“ZHOU CAI FAN”) as female, from Gaokeng, Anyuan District, Pingxiang, Jiangxi, last taken away August 18, 2021, held at the psychiatric department of the Gaokeng Hospital District of Pingkuang General Hospital — no charge and no sentence recorded. The database’s own entry links to the Rights Defense Network report as its further source.

Evidentiary limitations

The hospital doctor asserted Zhou Caifan was mentally ill; her friends asserted she was normal. No independent medical evidence is available; this profile does not take a side. The roster listings (2026) give no charge or sentence; the 2021 incident involved administrative psychiatric detention, not a criminal case. She is not described as “sentenced.” Roster inclusion in 2026 does not establish continuous detention since 2021. This case is distinct from 周洪亮 (Zhou Hongliang), a different person; no merger with any other record should be made.
