Zhou Caifan (周彩凡)

Zhou Caifan / 周彩凡

Classification: Rights activist; victim of punitive psychiatric detention (“being forcibly psychiatrized”); no formal criminal charge on record. In-custody status unconfirmed since August 2021; listed in the Rights Defense Network in-custody roster as of August 2026.

Background

Zhou Caifan (周彩凡) is a rights activist (维权人士) from Gaokeng, Anyuan District, Pingxiang City, Jiangxi Province, according to the Rights Defense Network (维权网) and the Chinese Human Rights Defenders political-prisoner database. She is recorded as female. She had been petitioning on behalf of her late sister, whose death she maintained was not accidental, according to the same reporting.

August 2021: forced psychiatric detention after petitioning

On August 18, 2021, Zhou Caifan went to the Pingxiang City Letters-and-Visits (petition) Bureau. When she returned home, community workers from the local government forcibly took her to the psychiatric department of the Gaokeng Hospital District of Pingkuang General Hospital for forced “mental illness treatment,” according to the Rights Defense Network’s report dated August 20, 2021.

The following day, friends of Zhou Caifan went to the hospital to visit her and were refused, the report states. When the friends asked the psychiatrist whether a family member’s signed consent was needed to admit a patient for forced treatment, the doctor said forced treatment does not require a guardian’s consent. The friends said Zhou Caifan had no mental illness and was a normal person; the doctor said she was mentally ill because she kept saying her deceased sister had been murdered, kept petitioning, and cursed at people and disturbed public order. The friends responded that petitioning is a citizen’s lawful right and that Zhou Caifan harmed neither herself nor others. The doctor said the government community workers had sent her there and had asked the hospital to treat her by force.

Status and evidentiary limits

Zhou Caifan is classified as a current roster listing. The Rights Defense Network’s monthly reports on detained political and conscience prisoners list 周彩凡 in the group of “2 people from Jiangxi” — in both the July 31, 2026 edition (Issue 130) and the August 31, 2026 edition (Issue 131) — but no arrest date, court, charge, judgment, or sentence is recorded in those listings, and no medical diagnosis or release record has been located. This profile does not assert a medical diagnosis: the hospital doctor’s statements and the friends’ contrary statements are reported as each side’s account. The circumstances of her sister’s death are not independently verified and are reported here only as the subject of her petitioning.
