Zhou Xulin (周叙琳)

Zhou Xulin (周叙琳), a Falun Gong practitioner from Kunming, Yunnan Province, was tried alongside two fellow practitioners on January 26, 2025, and sentenced to three and a half years in prison with a 10,000-yuan fine. According to the Rights Defense Network (维权网), she was arrested with Ou Xuehui (欧雪辉) and Yao Zuming (尧祖明) in Kunming’s Jinning District on August 13, 2024, when police also raided their homes; Ou was sentenced to four years and Yao to two years. The Rights Defense Network’s (维权网) monthly political-prisoners report (Issue 131, August 31, 2026) lists her in its 3.5-year-sentence band, confirming she remains in custody serving her term as of that date.

The case

On August 13, 2024, Ms. Zhou, Ms. Ou, and Ms. Yao were arrested in Jinning District, Kunming, and their homes were searched. Ou Xuehui and Yao Zuming were held at the Kunming Detention Center, while Ms. Zhou was released on bail pending trial for health reasons, according to the Rights Defense Network’s case record. The case was transferred from the Jinning District Procuratorate to the Xishan District Procuratorate, which indicted the three at the Xishan District Court. (The network’s report describes the transfer using the term 构陷, meaning to frame or fabricate a case against someone — that characterization is the reporting outlet’s.)

On January 26, 2025, the three practitioners were tried. The report states that Ou Xuehui was sentenced to four years in prison with a 10,000-yuan fine, Yao Zuming to two years with an 8,000-yuan fine, and Zhou Xulin to three and a half years with a 10,000-yuan fine. Yao Zuming’s sentence was reported to end on August 12, 2026. The exact date on which Ms. Zhou’s own sentence was handed down is not given — the report says the outcomes were “later learned” — and no detention facility for her is named.

Status and evidentiary limits

As of August 31, 2026, the Rights Defense Network’s Issue 131 report lists Zhou Xulin in its 3.5-year-sentence band with an in-custody classification. No release date has been stated in any public source; none is given here. All case facts come from the Rights Defense Network (维权网), an independent Chinese-language rights reporting outlet; no court document, state-media account, or independent international-media reporting on her case was found, and the facts are recorded as reported by that outlet. Her Chinese name, 周叙琳, was established by matching the network’s Chinese and English editions of the same report entry. No update on her condition or whereabouts after the January 2025 trial has been found, and no release date or facility may be inferred. The Issue 131 entry-36 “information source” link resolving to a case post about 吴裕勋 (Wu Yuxun) of Xianning, Hubei, is a roster citation mislink concerning a different person and is not evidence about Ms. Zhou. She must not be merged with 周琳 of Guiyang, a different person in a different case, or any other Zhou namesake on name similarity alone.
