    At the same time, accurate description matters. The Gwangju Biennale did not confer diplomatic recognition on Taiwan. NTMoFA participated through an institutional pavilion framework, and the organizers themselves acknowledged confusion created by mixing national and institutional labels.

    FCM’s concern is the spillover from disagreement into pressure on independent cultural participation and unrelated municipal exchanges. A democratic society should be able to host Taiwanese cultural institutions, Chinese artists and other participants without forcing artistic or civic organizations to reproduce the Mainland Chinese Communist Government’s political terminology as a condition of participation.

    A durable international approach should protect institutional autonomy, make participation categories transparent in advance, and resist retaliatory pressure while leaving governments free to state their own diplomatic policies. Cultural exchange is most valuable when disagreement can remain disagreement rather than becoming a veto over who may appear, under what name, in civil society.
