  • 相信北京的代价:自由中国声音数十年前向华盛顿发出的警告

    余茂春(Miles Yu)最近在《华盛顿时报》批评他所称的对大陆中共政权“闭门外交”的危险迷思。这重新提出了一个华盛顿早就应该认真面对的问题:当一个威权政权的承诺一次次无法得到事实验证时,政策还要把承诺当作可核实行为的替代品多久?

    自由中国运动欢迎越来越多美国政策界人士重新检视过去数十年对北京政策中的基本假设。但这场辩论并不是今天才开始。

    在1997年香港主权移交前后,自由中国活动人士已经公开警告,民主国家不应假定中共作出的政治承诺在北京取得控制权后会自动保护自由。现有同时代媒体资料记录了连胜德及其他民主人士反对香港落入共产党统治的公开活动。

    到2000年美国国会永久正常贸易关系(PNTR)争论时,自由中国运动领导人与其他民主人士公开敦促国会不要在缺乏有意义政治与人权问责的情况下给予北京永久贸易待遇。2000年5月18日,连胜德在国会山示威中呼吁国会否决PNTR。其核心警告是:没有可执行政治条件的经济接触,可能更快增强共产党体制,而不会相应推动政治自由化。

    中国加入世界贸易组织以及北京获得奥运会主办权前后,中国民主人士也提出过类似担忧。自由中国运动自身关于这两个阶段的精确档案仍在重新核验,因此本页不把尚未核实的具体FCM文件或活动当作已证实事实。

    接触政策当年的逻辑并非毫无根据。许多美国领导人真诚相信贸易、信息流动、中产阶级成长和进入国际机构会推动政治温和化;也有人认为接触比孤立能够带来更大影响力。但历史要求我们按结果,而不是按初衷,来评价政策。

    自由中国运动主张采用不同标准:以验证取代信任;涉及人权、贸易、安全和国际协议的承诺必须有可衡量指标和透明报告;反复违约必须产生后果;同时必须把中国人民与统治他们的共产党政权区分开来,扩大与独立中国思想者、民主倡议者、人权捍卫者、宗教群体和公民社会的接触。

    政策也必须超越如何“管理”共产党政权,认真思考中国的民主未来。一个自由、宪政、民主中国的和平转型,应被视为合法的长期国际利益,而不是政策讨论中不可触碰的话题。

    自由中国运动并不要求美国决策者接受中国民主人士的每一个结论。我们的要求更基本:听取证据,比较当年的警告与后来实际发生的结果,把中国的民主未来带入主流政策讨论。

    战略选择不应只被缩减为向北京妥协或与中国冲突。还有另一种可能:一个自由中国——由宪政制度而不是一党专政治理,政治权力最终属于公民,并能够因为政府的合法性来自人民而与台湾及邻国和平相处。

    FACTS

    Reporting from Radio Free Asia and ChinaAid described restrictions affecting Christian and Catholic funeral rites at Shanghai funeral facilities. Direct confirmation supports the situation at Baoxing Funeral Home, while reporting concerning Longhua and any broader citywide scope remains more limited.     Rules affecting funeral rites touch religious freedom, family dignity and public administration. When restrictions are imposed without a clear written legal basis, families cannot reliably know what is permitted, how a decision can be challenged, or whether enforcement is consistent.

    Free China Movement calls for any funeral-facility rule affecting religious practice to be published, narrowly tailored, consistently applied and subject to review. FCM does not characterize the current evidence as proving a citywide ban.     Free China Movement welcomes verified releases, but release should mean genuine freedom. FCM will monitor Xiang Jinfeng’s ability to live without renewed detention, surveillance or arbitrary passport and exit restrictions, and will update the record when reliable evidence changes.

    WASHINGTON — Movimiento por una China Libre (FCM) pide la publicación de la sentencia judicial, garantías efectivas de apelación y asistencia letrada y, si la condena del periodista, escritor y documentalista independiente Du Bin se basa en reportajes, escritos o comentarios políticos pacíficos, la anulación de la condena y su liberación.

    Rights Network informó el 1 de septiembre que Du Bin fue condenado el 28 de agosto a 18 meses de prisión. Minsheng Watch también informó de una pena de primera instancia de un año y medio. Human Rights Watch, Committee to Protect Journalists y Reporteros Sin Fronteras habían documentado previamente su detención del 15 de octubre de 2025 y su trabajo periodístico y documental.

    Free China no ha encontrado una sentencia pública ni un aviso oficial de condena. Por ello, la pena de 18 meses sigue atribuida expresamente a Rights Network y Minsheng Watch, y no se presenta como confirmada de forma independiente mediante un registro judicial primario.

    WASHINGTON — Bewegung für ein Freies China (FCM) fordert die Veröffentlichung des Gerichtsurteils, wirksame Berufungs- und Anwaltsrechte und – falls die Verurteilung des Journalisten, Autors und unabhängigen Dokumentarfilmers Du Bin auf friedlicher Berichterstattung, Schreiben oder politischem Kommentar beruht – die Aufhebung der Verurteilung und seine Freilassung.

    Rights Network berichtete am 1. September, Du Bin sei am 28. August zu 18 Monaten Haft verurteilt worden. Minsheng Watch berichtete ebenfalls über eine erstinstanzliche Strafe von anderthalb Jahren. Human Rights Watch, das Committee to Protect Journalists und Reporter ohne Grenzen hatten zuvor seine Festnahme am 15. Oktober 2025 und seine journalistische und dokumentarische Arbeit dokumentiert.

    Free China hat kein öffentlich zugängliches Urteil oder eine amtliche Urteilsmitteilung gefunden. Die 18-monatige Strafe bleibt daher ausdrücklich Rights Network und Minsheng Watch zugeschrieben und wird nicht als durch ein primäres Gerichtsprotokoll unabhängig bestätigt dargestellt.

    WASHINGTON — Mouvement pour une Chine libre (FCM) demande la publication du jugement, la garantie d’un véritable droit à l’appel et à l’assistance d’un avocat et, si la condamnation du journaliste, écrivain et documentariste indépendant Du Bin repose sur un reportage, une écriture ou un commentaire politique pacifiques, l’annulation de la condamnation et sa libération.

    Rights Network a rapporté le 1er septembre que Du Bin avait été condamné le 28 août à 18 mois de prison. Minsheng Watch a également rapporté une peine de première instance d’un an et demi. Human Rights Watch, le Committee to Protect Journalists et Reporters Without Borders avaient auparavant documenté sa détention du 15 octobre 2025 et son travail journalistique et documentaire.

    Free China n’a pas trouvé de jugement public ni d’avis officiel de condamnation. La peine de 18 mois reste donc attribuée à Rights Network et Minsheng Watch plutôt que présentée comme vérifiée par un document judiciaire primaire.

    « Aucun journaliste ne devrait perdre dix-huit mois de liberté pour un reportage, une écriture ou un commentaire politique pacifiques. Le jugement et sa base juridique doivent être rendus publics et soumis à un examen indépendant. »

    维权网9月1日报道,杜斌于8月28日被判处18个月有期徒刑。民生观察也独立报道其一审被判一年半。人权观察、保护记者委员会及无国界记者此前均记录杜斌于2025年10月15日被拘留,以及其记者和纪录片制作人的工作背景。

    本次自由中国核查未找到公开可取得的法院判决或官方宣判通知。因此,18个月刑期继续明确归因于维权网及民生观察,而不是表述为已由法院原始记录独立核实的事实。

    “任何记者都不应因和平报道、写作或政治评论失去十八个月自由。判决与法律依据应向社会公开并接受独立检视。如果这一定罪依据是受保障的表达,而非真正的犯罪行为,就应撤销定罪并释放杜斌。”

    RFA informa que la funeraria Baoxing no permite ritos cristianos y católicos, mientras Longhua aún permite una oración católica limitada a una hora. No se encontró una regla municipal uniforme publicada.
