Free China / Third Republic is building a framework for cooperation with universities, research institutes, civil-society and human-rights organizations, professional associations, rule-of-law and governance institutions, diaspora and community networks, media and public-information institutions, and other lawful public-interest partners. The purpose is to strengthen research, civic capacity, institutional learning, public education and transition preparedness. Inclusion, citation, contact or participation does not by itself mean endorsement of Free China / Third Republic.
Potential cooperation is assessed according to mission relevance, verifiable public work, subject-matter competence, institutional independence, governance and accountability, transparency where material, compatibility with human rights and the rule of law, conflicts of interest, privacy and information-security risk, capacity to deliver the proposed activity, and legal or reputational risk. Evaluation supports judgment; it does not itself authorize outreach, co-branding, fundraising, data sharing, representation or publication of a relationship.
Public relevance and an active relationship are different things. A relationship may progress from identified public relevance to verified relevance, authorized contact, bounded engagement and, only with documented authority and scope, a formal partnership. Relationships may also be paused or closed. Public descriptions must reflect the actual current status.
Appropriate cooperation may include research exchange, seminars and roundtables, expert consultation, public education, civic-capacity workshops, archival or methodological cooperation, technical standards exchange, institutional-readiness exercises, and jointly approved public events or publications. Participation is voluntary and bounded; attribution requires consent. Formal partnership, co-branding, fundraising, commitments, representation, sensitive data exchange or statements on another party’s behalf require applicable approval and explicit scope.
Historical research and constitutional or transition analysis remain subject to their own evidentiary standards. Their use in research, event attendance, correspondence, coalition membership, historical activity or contribution to another project does not establish endorsement of Free China / Third Republic or any future constitutional model.
The public framework protects personal information and does not publish confidential relationship records, private contact details, sensitive negotiation information or nonpublic security information. Sensitive or at-risk people are not publicly mapped merely because they are relevant to research.
The objective is not to maximize the number of names in a network. It is to build relationships with a clear purpose, accurate status, appropriate consent, accountable authority, useful outputs and a review or exit path.
