The Free China / Third Republic roadmap organizes long-term institution-building around demonstrated capacity, evidence and accountability. Its 1-, 3- and 10-year horizons are planning frames. They are not forecasts of political events, transition dates or claims that authority has been obtained.
The roadmap integrates future-facing work across governance, research and public education, university and expert networks, transition-readiness methodology, coalition and stakeholder standards, resources and sustainability. Historical research and constitutional or transition analysis remain subject to their own evidentiary standards. Verified inputs may inform planning questions and institutional design, but unresolved historical, legal or constitutional questions are not rewritten as settled facts.
Progress is measured through bounded milestones and KPI families tied to observable outputs: functioning institutions and procedures, public research and education products, accountable governance controls, verified relationships, readiness questions, resource safeguards and public-site coverage. A KPI is evidence of work completed or capacity demonstrated; it is not a substitute for legitimacy, consent, legal authority or public mandate.
Major phase changes require review gates. A gate should identify the evidence required, dependencies, unresolved risks and the exact decision being considered. A gate does not automatically authorize the next phase. Actions involving representation, partnership, finance, appointment, external commitments or sensitive publication remain subject to their own approval and authorization controls.
Claims should remain traceable to authoritative sources. Unknown or unverified values remain UNKNOWN / NOT CALCULABLE rather than being inferred from activity. Public pages should distinguish verified fact, analytical judgment, planning assumption and unresolved question.
The roadmap is designed to be revised when evidence, capacity or dependencies change. Reviews should record what changed, why it changed, what evidence supports the change and which downstream plans are affected. Superseded plans should remain auditable rather than silently rewritten.
Researchers, volunteers and institutional participants may contribute evidence, expertise and review according to applicable participation and verification standards. Participation, citation or contact does not imply endorsement, partnership, representation or appointment.
This roadmap does not declare a government, assign future sovereign authority, forecast a transition date, publish sensitive operational information, expose private contact or financial information, or convert research subjects and cited institutions into supporters.
