外高联 (NAFUS) — Outside-Beijing Student Federation, 1989

外高联 is the working short name in the Free China 1989 archive for the outside-Beijing student federation formed by students and university representatives who had come to Beijing from across China during the May 1989 democracy movement. Wang Xing’s book gives the organization’s full name as 外地高校学生自治联合会 and renders it in English as National Autonomous Federation of Provincial University Students (NAFUS).

Formation and the 192-university account

The current controlled evidence preserves a participant-authored account by Wang Xing / 王醒 describing a two-stage formation process around May 19, 1989. His 2026 history says an initial organizing/founding meeting selected Lian Shengde / 连胜德 for the top leadership role, followed by a broader meeting associated with representatives from 192 universities that, according to Wang, again confirmed Lian and the organization’s structure. The archive has not yet recovered the original 1989 attendance roll, representative credentials or vote record. The 192-university figure and exact voting procedure therefore remain participant-source claims under archival verification, not closed contemporaneous facts.

Leadership and people

Current source-controlled people links include Lian Shengde / 连胜德, Wang Xing / 王醒, 葛刚, 赵湖岗, 蒋宏雷, 田伟刚, 杨泽惠, 李翠萍, 黄利峰, 刘志国, 孔宁, 李明利, 赵昕, 刘云 and 赵常青, with additional names still being reconciled. A name’s appearance in later rosters does not by itself establish a formal founding office or uninterrupted tenure.

Relationship to the first joint Tiananmen command

The federation’s formation is the immediate organizational background to the first Beijing–outside-Beijing joint Square command. Current participant evidence and a May 21 contemporaneous Hong Kong press report support a joint leadership involving Zheng Xuguang / 郑旭光 and Lian Shengde / 连胜德. The archive continues to investigate the precise authorization bridge: what authority the outside-Beijing federation gave its leaders to enter a joint command, what authority existed on the Beijing side, and which functions were delegated.

Documented and researched functions

  • coordination among students from universities outside Beijing;
  • representation and liaison with Beijing student organizations;
  • participation in the May 19–22 joint-command phase during the martial-law crisis;
  • later nationwide liaison/outreach efforts, whose exact delegate lists, destinations and local effects remain under active verification;
  • late-May organization, withdrawal and authority disputes that must be separated by date and governing body.

Evidence status

Existence: established. Working lifespan: May 19 into June 1989 at minimum; exact terminal date unresolved. Leadership and 192-university procedure: important participant-source evidence exists, while original attendance, credentials and voting records remain open. Name variants: source-specific English renderings should not be silently merged unless their equivalence is demonstrated.
