This section explains how the Third Republic Research Foundation separates historical evidence from interpretation and future-policy analysis. Primary and contemporaneous records receive priority. Government or party claims, third-party observations, participant recollections, later scholarship, comparative evidence and project analysis are identified as different evidentiary categories rather than blended into a single narrative.
Core method
- Distinguish legal continuity, formal institutions, emergency legal overlays, territorial control, military control and practical authority.
- Distinguish a policy announcement from establishment, staffing, funding, operation, output and outcome.
- Distinguish archive custody, declassification, digitization, cataloging and actual public access.
- Distinguish approval of a victim remedy from actual payment, property return, certificate delivery or practical use.
- Keep comparative foreign cases labeled by jurisdiction and analytical purpose; they are not automatically prescriptions for China.
Corrections and unresolved evidence
Corrections are preserved rather than silently overwritten. Where a proposer, co-signer list, transmission chain, date, archive unit or implementation denominator is not yet proven by the required source, the public edition marks the issue as unresolved.
