  • Hong Kong Court Upholds 612 Fund Registration Convictions; Appeal to Top Court Planned

    Verified current development — September 3, 2026. A Hong Kong appeals court dismissed appeals by Cardinal Joseph Zen, Denise Ho, Hui Po-keung, Margaret Ng and Cyd Ho against their 2022 convictions for failing to register the now-defunct 612 Humanitarian Relief Fund. The fund had helped cover legal and medical costs for people arrested during the 2019 protests. The defendants said they intend to seek review by the Court of Final Appeal.

    Legal precision: the convictions at issue were under the Societies Ordinance registration framework. Although the defendants had earlier been arrested on national-security suspicions, these particular convictions were not convictions under the National Security Law.

    Why it matters

    The case raises a broader governance question: when may administrative registration requirements be used against humanitarian, legal-aid and civil-society activity? The Free China Movement supports clear, genuinely necessary and viewpoint-neutral administrative rules, but such rules should satisfy necessity, proportionality, legal clarity, independent judicial review and equal application regardless of political viewpoint.

    Esta preocupación no es hipotética. Existen varios casos de disidentes y presos de conciencia que enfermaron gravemente bajo custodia en medio de controversias sobre atención médica tardía, insuficiente, restringida u opaca. Cao Shunli murió en 2014 después de que Amnesty International y Human Rights Watch informaran que las repetidas solicitudes de su familia para recibir tratamiento necesario fueron rechazadas. En 2017, Liu Xiaobo fue trasladado desde prisión para recibir tratamiento solo después de que se le diagnosticara cáncer hepático avanzado, mientras organizaciones de derechos humanos pedían que pudiera acceder libremente a atención médica.

    FCM también mantiene profunda preocupación por el Dr. Wang Bingzhang, veterano defensor de la democracia que cumple cadena perpetua desde 2003. Amnesty International documentó ya en 2004 un grave deterioro de su salud, incluida pérdida de conocimiento y un derrame cerebral durante su aislamiento. Su caso recuerda que la opacidad médica en el encarcelamiento político prolongado puede agravar el castigo y poner en riesgo la vida misma.

    Por ello, la pérdida de conocimiento reportada de Sun Chenghao no puede tratarse como un asunto rutinario de salud penitenciaria. El gobierno comunista chino continental no debe esperar hasta que otro disidente, creyente o preso de conciencia esté gravemente enfermo antes de permitir acceso médico real, comunicación familiar y supervisión externa creíble.

    FCM pide

    1. evaluación y tratamiento médicos rápidos, independientes y adecuados para Sun Chenghao;
    2. comunicación significativa con su familia y acceso a abogado;
    3. información médica actual suficiente para establecer su estado, respetando la privacidad legítima;
    4. ninguna represalia contra familiares, abogados, miembros de la iglesia u otras personas que busquen información;
    5. verificación independiente creíble de cualquier deterioro importante.

    El informe actual sobre pérdida de conocimiento proviene de la familia de Sun y de ChinaAid y debe permanecer claramente atribuido hasta que exista confirmación independiente u oficial. Esa cautela no reduce la urgencia.

  • FCM-Stellungnahme: Gemeldeter Bewusstseinsverlust von Pastor Sun Chenghao verlangt sofortige medizinische Transparenz

    ZUR SOFORTIGEN VERÖFFENTLICHUNG — 2. September 2026

    Diese Sorge ist nicht hypothetisch. In mehreren Fällen wurden Dissidenten und Gewissensgefangene in Haft schwer krank, während verspätete, unzureichende, eingeschränkte oder intransparente medizinische Versorgung umstritten war. Cao Shunli starb 2014, nachdem Amnesty International und Human Rights Watch berichtet hatten, dass wiederholte Bitten ihrer Familie um notwendige Behandlung abgelehnt worden waren. Liu Xiaobo wurde 2017 erst nach der Diagnose fortgeschrittenen Leberkrebses aus dem Gefängnis zur Behandlung verlegt, während Menschenrechtsorganisationen freie Wahl und transparenten Zugang zu medizinischer Versorgung forderten.

    FCM ist außerdem weiterhin tief besorgt über Dr. Wang Bingzhang, den langjährigen Demokratieaktivisten, der seit 2003 eine lebenslange Freiheitsstrafe verbüßt. Amnesty International dokumentierte bereits 2004 eine ernste Verschlechterung seiner Gesundheit, darunter Bewusstlosigkeit und einen Schlaganfall während Einzelhaft. Sein Fall zeigt, dass medizinische Intransparenz in langjähriger politischer Haft die Bestrafung verschärfen und das Leben selbst gefährden kann.

    Der gemeldete Bewusstseinsverlust von Sun Chenghao darf daher nicht als routinemäßiges Gefängnisgesundheitsproblem behandelt werden. Die kommunistische Regierung Festlandchinas darf nicht warten, bis ein weiterer Dissident, Gläubiger oder Gewissensgefangener lebensbedrohlich erkrankt, bevor echter medizinischer Zugang, Familienkontakt und glaubwürdige externe Kontrolle zugelassen werden.

    FCM fordert

    1. unverzügliche, unabhängige und medizinisch angemessene Untersuchung und Behandlung für Sun Chenghao;
    2. sinnvolle Kommunikation mit seiner Familie und Zugang zu Rechtsbeistand;
    3. ausreichende aktuelle medizinische Informationen unter Wahrung legitimer Privatsphäre;
    4. keine Vergeltungsmaßnahmen gegen Angehörige, Anwälte, Kirchenmitglieder oder andere, die Informationen über seine Gesundheit suchen;
    5. glaubwürdige unabhängige Überprüfung jeder wesentlichen Verschlechterung.

    Die derzeitige Meldung über Bewusstlosigkeit stammt von Suns Familie und ChinaAid und bleibt bis zu unabhängiger oder offizieller Bestätigung klar quellenbezogen. Diese Vorsicht mindert die Dringlichkeit nicht.

    Cette inquiétude n’est pas hypothétique. Plusieurs dissidents et prisonniers de conscience sont tombés gravement malades en détention dans des contextes où l’accès aux soins a été contesté comme tardif, insuffisant, restreint ou opaque. Cao Shunli est morte en 2014 après qu’Amnesty International et Human Rights Watch eurent rapporté que les demandes répétées de sa famille pour des soins nécessaires avaient été refusées. En 2017, Liu Xiaobo n’a été transféré de prison pour traitement qu’après le diagnostic d’un cancer du foie avancé, tandis que des organisations de défense des droits réclamaient qu’il puisse choisir librement ses soins.

    FCM demeure également profondément préoccupé par le Dr Wang Bingzhang, vétéran du mouvement démocratique condamné à la réclusion à perpétuité depuis 2003. Amnesty International documentait déjà en 2004 une grave détérioration de sa santé, notamment une perte de connaissance et un accident vasculaire cérébral pendant son isolement. Son cas rappelle que l’opacité médicale dans l’emprisonnement politique de longue durée peut aggraver la peine et mettre la vie elle-même en danger.

    La perte de connaissance signalée concernant Sun Chenghao ne peut donc pas être traitée comme un simple problème de santé carcérale. Le gouvernement communiste chinois du continent ne doit pas attendre qu’un autre dissident, croyant ou prisonnier de conscience soit dans un état critique avant d’autoriser un véritable accès médical, la communication familiale et un contrôle extérieur crédible.

    FCM demande

    1. une évaluation et des soins médicaux rapides, indépendants et appropriés pour Sun Chenghao ;
    2. une communication réelle avec sa famille et l’accès à un avocat ;
    3. des informations médicales suffisantes pour établir son état actuel tout en respectant sa vie privée ;
    4. l’absence de représailles contre les proches, avocats, membres d’église ou autres personnes cherchant des informations ;
    5. une vérification indépendante crédible de toute détérioration importante.

    Le signalement actuel de perte de connaissance provient de la famille de Sun et de ChinaAid et doit rester clairement attribué jusqu’à confirmation indépendante ou officielle. Cette prudence ne réduit pas l’urgence.

    這種擔憂並非假設。過去已有多起異議人士和良心犯在羈押中嚴重患病,而醫療是否被延誤、限制、拒絕或缺乏透明度成為重大爭議。曹順利於2014年去世前,國際特赦組織和人權觀察均報道其家屬多次要求必要治療但遭拒。2017年,劉曉波在被診斷為晚期肝癌後才從監獄轉院治療,國際人權組織持續要求允許其自由選擇和獲得透明、適當的醫療。

    FCM同時對王炳章博士的健康狀況深感關切。這位長期民主倡議者自2003年起服無期徒刑。國際特赦組織早在2004年就記錄其健康嚴重惡化,包括在單獨監禁中失去意識並發生中風。他的案件持續提醒我們:長期政治羈押中的醫療不透明,會進一步加重懲罰,甚至危及生命本身。

    因此,孫成浩據報昏厥絕不能被當作普通監所健康問題。大陸中共政權不應再等到又一名異議人士、宗教信仰者或良心犯病危,才允許真正的醫療接觸、家屬溝通和可信的外部監督。

    FCM呼籲

    1. 立即為孫成浩提供獨立、適當的醫療評估和治療;
    2. 保障其與家屬的有效溝通及律師接觸;
    3. 在尊重合理醫療隱私前提下公開足以確認當前狀況的資訊;
    4. 不得報復尋求其健康資訊的家屬、律師、教會成員或其他人士;
    5. 允許可信的獨立核實任何重大健康惡化。

    目前關於「失去意識」的資訊來自家屬及ChinaAid,在獲得獨立或官方確認前應繼續明確註明來源,但這不降低取得可靠醫療資訊的緊迫性。

    这种担忧并非假设。过去已有多起异议人士和良心犯在羁押中严重患病,而医疗是否被延误、限制、拒绝或缺乏透明度成为重大争议。曹顺利于2014年去世前,国际特赦组织和人权观察均报道其家属多次要求必要治疗但遭拒。2017年,刘晓波在被诊断为晚期肝癌后才从监狱转院治疗,国际人权组织当时持续要求允许其自由选择和获得透明、适当的医疗。

    FCM同时对王炳章博士的健康状况深感关切。这位长期民主倡议者自2003年起服无期徒刑。国际特赦组织早在2004年就记录其健康严重恶化,包括在长期单独监禁中失去意识并发生中风。他的案件持续提醒我们:长期政治羁押中的医疗不透明,会进一步加重惩罚,甚至危及生命本身。

    因此,孙成浩据报昏厥绝不能被当作普通监所健康问题,也不能等到危机不可逆转后再处理。大陆中共政权不应再等到又一名异议人士、宗教信仰者或良心犯病危,才允许真正的医疗接触、家属沟通和可信的外部监督。

    FCM呼吁

    1. 立即为孙成浩提供独立、适当的医疗评估和治疗;
    2. 保障其与家属的有效沟通及律师接触;
    3. 在尊重合理医疗隐私的前提下公开足以确认当前状况的信息;
    4. 不得报复寻求其健康信息的家属、律师、教会成员或其他人士;
    5. 允许可信的独立核实任何重大健康恶化。

    FCM强调,目前关于“失去意识”的信息来自家属及ChinaAid,在获得独立或官方确认前应继续明确注明来源。但这种证据上的谨慎并不会降低尽快获得可靠医疗信息的紧迫性。

  • FCM Statement: Reported Loss of Consciousness by Pastor Sun Chenghao Demands Immediate Medical Transparency

    FOR IMMEDIATE RELEASE — September 2, 2026

    Free China Movement is deeply concerned by a September 1 ChinaAid report stating that the wife of imprisoned house-church pastor Sun Chenghao said his health has deteriorated in prison and that the family was recently informed he suddenly lost consciousness.

    According to ChinaAid, Sun was detained in December 2023 after a religious-exchange trip to South Korea and was sentenced in November 2025 to four years and six months in prison plus a 10,000-yuan fine. Family and legal objections to the charge remain source-attributed.

    The immediate issue is humanitarian and verifiable: a reported loss of consciousness in custody requires prompt medical evaluation, necessary treatment, meaningful family communication, access to counsel and enough reliable medical information to establish Sun’s present condition.

    This concern is not hypothetical. China’s recent human-rights record contains repeated cases in which detained dissidents and prisoners of conscience became gravely ill amid disputes over delayed, inadequate, restricted or opaque medical care. Cao Shunli died in 2014 after Amnesty International and Human Rights Watch reported that repeated family requests for necessary treatment had been denied. In 2017, Liu Xiaobo was transferred from prison for treatment only after he had advanced liver cancer, while rights groups called for him to be allowed to seek medical care freely and transparently.

    FCM is also deeply concerned about Dr. Wang Bingzhang, the veteran democracy advocate serving a life sentence since 2003. Amnesty International documented serious deterioration in his health as early as 2004, including loss of consciousness and a stroke while he was held in solitary confinement. His case is a continuing reminder that medical opacity in long-term political imprisonment can compound punishment and place life itself at risk.

    For that reason, the reported loss of consciousness involving Sun Chenghao cannot be treated as a routine prison-health matter or deferred until a crisis becomes irreversible. The Mainland Chinese Communist Government should not wait for another dissident, religious believer or prisoner of conscience to become critically ill before allowing meaningful medical access, family communication and credible outside scrutiny.

    FCM Calls For

    1. Prompt, independent and medically appropriate evaluation and treatment for Sun Chenghao.
    2. Meaningful communication with his family and access to legal counsel.
    3. Sufficient current medical information to establish his condition while respecting legitimate medical privacy.
    4. No retaliation against family members, lawyers, church members or others seeking information about his health.
    5. Credible independent verification of any material deterioration in his condition.

    FCM emphasizes that the current report of loss of consciousness comes through Sun’s family and ChinaAid. Until independent or official confirmation is available, that specific medical claim remains clearly attributed. That evidentiary caution does not reduce the urgency of obtaining reliable medical information.
