Dissidents, Activists & Rights Defenders

This directory covers people engaged in democracy, human rights, legal advocacy, labor organizing, journalism, religious freedom, women’s rights, ethnic/minority rights, artistic, academic, community, petitioning and other public-interest activity. It includes people who were imprisoned, people who were formerly imprisoned, and people with no verified imprisonment in the current record.

How the classifications work

  • Dissident: publicly challenges authoritarian rule, political repression, censorship, one-party rule or advocates systemic political change.
  • Activist / Rights Defender: engages in civic, legal, labor, journalistic, religious-freedom, women’s-rights, ethnic/minority-rights, environmental, artistic, academic, community or other public-interest activity. A person may be an activist without being classified as a dissident.
  • Political Prisoner — Current: still imprisoned, detained, forcibly disappeared/whereabouts unknown, or serving a sentence.
  • Political Prisoner — Former: released, sentence completed, formerly held in prison, labor camp or reeducation detention, or otherwise no longer deprived of liberty.
  • Religious / Freedom-of-Belief Prisoner: specialized classification when custody is materially connected to religion, worship, belief, conscience, teaching or religious leadership.

A person may belong to more than one classification. Role and custody history are tracked independently. “No verified imprisonment in current record” is used where appropriate rather than claiming a person was never imprisoned unless that has been comprehensively established.

Historical role and translation note

Contemporary media sometimes used broad labels such as “student leader” or “democracy leader.” Free China does not automatically treat those descriptions as permanent personal titles. Where a specific organizational office is documented, we identify the exact title and, when evidence permits, its start and end dates. Otherwise, our translations normally use more limited descriptions such as activist, organizer, key participant, or movement participant. Original source wording is preserved or noted when relevant so readers can distinguish a source’s characterization from Free China’s historical classification.

Current political prisoners / detainees

  • Xu Zhiyong — serving a 14-year sentence.
  • Ding Jiaxi — serving a 12-year sentence.
  • Zhang Zhan — serving a second four-year sentence imposed in 2025.
  • Chow Hang-tung — detained since 2021; convicted August 21, 2026; sentencing pending.
  • Lee Cheuk-yan — detained since 2021; convicted August 21, 2026; sentencing pending.

Former political prisoners / detainees

  • Pu Zhiqiang — formerly detained and convicted; not currently detained in the verified record.
  • Yu Wensheng — released April 13, 2026 after completing a three-year sentence; continuing monitoring/restrictions reported.
  • Chang Weiping — completed sentence and was released July 8, 2024; post-release restrictions documented.
  • Hu Shigen — released March 26, 2023 after completing a 7½-year sentence; also classified as a former religious/freedom-of-belief prisoner.
  • Wang Quanzhang — released April 5, 2020 after serving a 4½-year term.

No verified imprisonment in current record

  • Wu’er Kaixi — important participant and organizer in the 1989 student movement; later democracy advocate in exile. Some sources described him at the time as a “student leader”; Free China does not use that as a permanent title.
  • Sheng Xue — journalist, writer and democracy/human-rights activist; no verified imprisonment established in the current person record.

This is the first migrated cohort. Classification continues person by person from the Drive master, with current detention/disappearance cases prioritized.

Published profiles

Profiles are being progressively classified by role, prison history, current custody and religious/freedom-of-belief status. Baseline profiles may be marked “Details pending / research in progress.”
